Global Police Standards: Strategic Plan for International Policing 
Abstract:
Recent attempts to forge representative style government in countries emerging from 
conflict have had disappointing results. To some, this indicates that state-building is a failed proposition. To the contrary, state-building has been a successful foreign policy initiative of the world community. Combining research on state-building, and inherent lessons learned, with the business model of Strategic Planning provides hope. This text attempts to establish Global Police Standards and predicate Desired Outcomes in a Strategic Plan to guide international police mentors in transforming law enforcement in countries emerging from conflict.
